The erchant Consortium, also known as the Merchant Council, served as the ruling power in New Calim. They maintain an agreement with Ironford Prison to send their prisoners there monthly, as the city lacks its own prison system.
The Consortium has faced criticism for its perceived weakness and ineffectiveness. Dunsparrow Beaumont considered them spineless, though she acknowledges that they are willing to implement changes to protect the city after repeated attacks. Similarly, Allara brother, Lucian Thorne expressed frustration with the council, highlighting how their inaction has left the city vulnerable to these attacks.
Plans were made for Dunsparrow to gain unilateral decision-making power (Session 34), Sarah Stoneheart expressed discontent for the changes she made to the city. However, the Consortium was ultimately disbanded by Oswald Beaumont when he began consolidating control over the city.
The Consortium’s enforcement arm, known as the Goldwardens, acted as the city’s police force during their rule. Their meetings and operations were hosted in the Opal District of New Calim.
