The Ledgermen are headquartered in Logistica. Their organization is divided into operational teams called “blocks,” each assigned various tasks across the empire. Their stated function is to identify inefficiency, dismantle corruption, and eliminate threats that take root outside the sanctioned order. To achieve this, they employ espionage, sabotage, and assassination as necessary.
Each operative is issued a Black Ledger, a book through which any citizen may be queried. It contains information including age, path or designation, known connections, aliases, IRD, and a portrait. At the conclusion of each mission, blocks are required to submit a formal report, including an invoice and the return of any issued materials.
Commencement blocks are typically selected through a stringent vetting process. Candidates are drawn from qualified families, high-ranking organizations, or are noted for significant intellectual or physical aptitude. Following this, they undergo one to two years of training before their commencement. Block 252, to which I was forcibly assigned, was selected directly by The Oracle. This method of selection is irregular and falls outside established practice.
Ledgermen are exempt from taxation.
