Impression
Bishop Thassen Elvire is a man of contradictions. He is full of conviction, but he cloaks it in softness. That makes him dangerous. Not the kind of danger that lashes out in a storm, but the kind that shifts tides slowly until the port is underwater. He looks like a preacher, speaks like a martyr, and carries himself like a soldier.
When he looked at us, I do not think he saw ignorance. He saw opposition. And worse, I believe he would let a hundred people suffer if it meant proving himself correct.
Known Record
There’s a naval sharpness to him. The Black Ledger indicated the Black Armada. Now, he’s a bishop, stationed in the Shardlight District. Indications are that he is devout to the Founder, but in a corrupted form. He names the High Regent a heretic. He questions the Oracle.
He distributes the “Water of Life.” He gave it to a man, and we watched that man become a Mindflayer Abberations. There’s something wrong with his aura. An echo, like Mazarin’s, but deeper. He calls it faith. But faith does not mutate the body.
We found Elvire, heavily armored, in the caverns beneath the Temple of Aqua Vitae, alongside The Oracle. He echoes its doctrine as gospel. When the Oracle instructed him to surrender, he did so without hesitation. Willing to offer his life in its defense and to enact its will without question, odd considering how he questioned it’s will before.

Elvire exhibits magical traits consistent with exposure to, or integration with, aberrant influence. The aura described by Agent Luminora matches reported cases of latent psionic bleed, commonly observed in victims of tadpole infection. Further investigation recommended into his personal history, naval service record, and the composition of the so-called “Water of Life.”
